The Fulbright Program offers grants to qualified Montenegrin graduate students to study at the graduate level in the United States. Montenegrin scholars may apply to conduct post-doctoral research at U.S. institutions and are eligible for Fulbright Scholar-in-Residence Grants.

The Fulbright Program offers grants to Montenegro for U.S. citizens. U.S. students and young professionals may apply for a grant to pursue independent research in Montenegro, while U.S. scholars may teach and conduct research. In addition, U.S. students are eligible to apply for the Fulbright English Teaching Assistant (ETA) Program.
