The Office of Public Affairs and Strategic Communications (PASC) leads all public messaging and outreach efforts for the Bureau of Educational and Cultural Affairs (ECA). These efforts build awareness of ECA programs and initiatives as a means to create mutual understanding, develop goodwill, assist with recruitment, and develop a link between ECA programs and U.S. foreign policy priorities. Additionally, PASC is responsible for advising ECA leadership and staff, as well as grantees and partner organizations, on all bureau public affairs and communications matters to ensure consistency and continuity of messaging.

If you are an ECA recipient organization or program office please read through the ECA Communications Guidance. All ECA recipient organizations that receive 51% or more of their funding from ECA to run a program/initiative are mandated to adhere to this guidance.
