We are pleased to announce the U.S. colleges and universities that sent the most students overseas on our Benjamin A. Gilman International Scholarship Program in academic year 2017-2018. For a second year, we applaud the higher education institutions that made international study and internships more accessible and inclusive for the highest number of American students of all backgrounds through our Gilman Program.
At the U.S. Department of State’s Bureau of Educational and Cultural Affairs, we collaborate with our implementing agency, the Institute of International Education (IIE), to compile the list, organized by size, of four-year institutions and associate’s colleges.
Topping this year’s list of four-year institutions sending the highest number of Gilman Scholars abroad are Berea College (KY), Emory University (GA), and the University of California, Berkeley (CA). Portland Community College (OR) topped the list of associate’s colleges. Grand Valley State University (MI) took the top spot in sending the most veterans on Gilman Scholarships, a spotlight this year.
We highlight institutions for sending abroad the most first-generation college students, racial or ethnic minority students, students with disabilities, and students studying in STEM fields through the Gilman Program. We also recognize institutions that sent Gilman Scholars to the largest number of overseas destinations for their role in broadening geographical diversity in study abroad. This year, to highlight significant progress in broadening access to study abroad through the Gilman Program, we are also recognizing institutions displaying the greatest growth in award numbers over the last year.

Since the Gilman Program’s inception in 2001, over 28,000 American undergraduate students with high financial need have studied abroad in nearly 150 countries with support from the Gilman Program.
